If from Europe then look at IEC working holiday visa. If not citizen of European country then once you are PR then look at driver's license. Why do you need a provincial driver's license if not PR or have a work permit?

What is a good job? TEER 0-3 is skilled. They would need a LMIA to sponsor and prove no Canadian has the education, work experience and language skills to do the job.
