Child sponsorship timelines

I am a Canadian PR and have applied for sponsorship application for my 2 teenage children in June 2025. Both my children are US citizens by birth and are currently in Canada as tourists. We plan to get them admitted to school for the upcoming year. When I check the processing times on CIC website it says 5 months wait if the children are outside Canada and 11 months if they are in Canada. I had the following questions:
1. If it takes longer than 6 months to process, which is likely, we'll probably have to re-enter Canada for them to get another 6 months stay. I hope that shouldn't be an issue.
2. When can I expect AOR for application submitted in June 2025?
3. Is there any way I can expedite the processing of their PR?
4. Are they eligible for Ontario health card while their PR is in process and at what stage of PR processing?

1. Extend visit through visitor record.
2. 4-6 months.

4. Check OINP but probably not.

Do check the Ontario website, I believe under dependents of PR, legally in Canada. Not at all certain though.

Not in Ontario. There was a somewhat recent change that sponsored dependents qualify after AOR but unsure about children given Outland processing. This was mainly due to loosening of TRVs during spousal sponsorship process. As was easily predicted many were arriving pregnant then realizing they didn’t qualify for OHIP.

Assume you’ve checked with your local school board that a study permit is not required. Some boards require proof that children are entitled to attend public school as a domestic student while others do not.
