even if one has filed taxes in Canada this year
One of the very basic criteria for a super visa is that you must be living in Canada as a sponsor. How long exactly have you been in the US and when do you plan to return to Canada?

Parent's visitor visa got rejected last year and I am planning to re-apply now. I just received the GCMS notes and it says that the funds are not sufficient and that the officer is not satisfied that they will leave.
Need some suggestions for re-application on following questions:
1. Can I mention tourism as their purpose of travel? Earlier I had mentioned they are coming to be with me for the birth of my first child.
2. Can their funds be in the form on an FD? If not, we can break the FD but, will it be considered a red flag? And is CAD 20K sufficient for 2 people for a 3 week visit?
3. Both my parents are retired so, I am thinking of reasons we can show for them to go back. One of them being that my elder brother is planning to get married at the end of this year. Is this worth mentioning or no?

1. Yes.
2. Cash in the bank. Min. $10k cash per person for two weeks. Since they don't have jobs, they want to show that not using all their savings to come to Canada.
3. They can mention the wedding but not a tie. They really have no ties to return if no jobs, business, children under 22 and you are in Canada.

Why not supervisa?

Thanks for the quick reply. Can you tell me if breaking the Fixed deposit will be considered as a red flag?
They are receiving pension and have other FDs so, not using up all the savings for sure.

So they should show their pension and FD statements. How much cash do they have?

I haven't found a requirement that a super visa host must reside in Canada. Can you refer the requirement?

There's one only for sponsorship.

Not applying for super visa as I am currently on maternity leave and not getting earning any income and also we recently bought a house so ended up spending most of savings there.

Can you please review the content given below that I have drafted for the invitation letter?

I am xxx (DOB: ), working as xxx. My annual gross salary is ~CAD xxx. My spouse xxx (DOB: ) is working a xxx. His annual gross salary is ~CAD xxx. Both of us are permanent residents of Canada.

We would like to invite my parents, xxx & xxx to visit us in Canada for 3 weeks. The purpose of my parents' visit is purely leisure and tourism. During their time here they will be visiting tourist places in Toronto and Ottawa. They will stay with us at xxx.

My parents are financially self-sufficient and capable of covering the costs (roundtrip airfare, overseas travel insurance and medical needs) associated with their visit. Furthermore, to ensure a comfortable and enjoyable stay for my parents, I have made ample financial arrangements which will cover any miscellaneous expenses during their stay, apart from the fact that meals and lodging will be provided at our residence, at no cost to them.

My parents will be presenting this letter to you, together with other evidences to establish their close ties with India. They are genuine visitors and will not stay more than the allowed period in Canada. My father is retired and has to be physically present in India annually in November to submit a life certificate to the Government of Haryana under The Haryana Retirement Benefits Act, a requirement to receive his pension.

I assure you that they will not take up any kind of employment in Canada and will return to India prior to the expiration of their authorized stay in Canada. I request you to grant my parents a visitor’s visa. Please do not hesitate to contact me via mobile or e-mail, if you have any questions.
