Now that my parents applications got approved, what options do I have to invite my step grandmother as I want them to visit together ? She previously had a rejection in December along with my parents in the group visitor visa application I submitted.

1) How can I invite her on a SV ?
2) My step grand mother and younger brother being back home was one of the reasons I mentioned in the invitation letter of my parents SV application. If I invite my grand mother now, does that create any issue ?

1. As already explained she doesn’t qualify for SV because she only qualified as the dependent of your biological grandfather but he is deceased so she doesn’t qualify.
2. Yes it could because they were mentioned as ties to return home. It will be quite difficult for your step grandmother to get a TRV given she has a weak profile as a visitor. Although you can invite her that has minimal weight when it comes to her TRV approval/refusal. I would suggest your parents visit and perhaps she attempt to apply for a TRV for a their next visit.

1. How is your step grandmother related to you legally? Don't think a step grand-parent is even eligible without grandfather applying.
2. She applies for TRV and must address reasons for refusal. Not sure why she would have been in your parents group application as she is separate from the them. So your parents lied saying that she was a reason to return?
 
1) She is my step grand mother and the one I have been with since I was born. I do not know how to legally prove this as my father's passport mentions my biological grandmother which is why I ask so if there is any document that can help, I can try to get that created.
2) That was perhaps a miss from my end as I thought all applications are independent. My grand mother and younger brother were one of many other reasons to return mentioned in their application. My grand mother will never be able to travel alone and since my parents application is approved, travelling with them could be her only option which is why I wanted to check if I can submit her application with this premise or would it affect my parents approved applications and imply they lied etc ?

You said step but now grandmother so you prove with her birth certificates of you, your parents and her. Show she is your blood relative

Sorry, my bad, it does not naturally occur to me to add step. What I meant was she is my step grand mother so is there any document apart from birth certificate that can be used to prove relationship (like adoption or marriage certificate with my biological grandfather etc) or does it strictly needs to be blood relation ?

Unless you father had been adopted by your step grandmother as a child then there is nothing that can be done to change the fact that she is not considered a genuine family member for immigration purposes. For Canadian immigration purposes she will always be considered the dependent of your deceased grandfather.

She can apply for TRV but if she has a refusal then she needs to address reasons. She needs to show her own funds (cash in the bank, $10k for a 3 week visit is a good starting point), travel history and strong ties to return. She is not your family member unless she adopted your parent so her reason to visit is to travel/tourist. IRCC may not consider your funds and funds of others as she is not your family member. She should keep her visit short with absolute ties to return.
