I recently got ITA. I have an incomplete degree, I haven't added it to WES, neither claming points for that. Should i add it to educational qualifications or Personal history?

Put it in personal history. Anything that’s in your personal history does not require documentation. I also have an incomplete degree, I first enrolled in Electrical Engineering but dropped out after two years to go to Aeronautical engineering. I put both in my personal history because they were not relevant to my job history which is IT. I do have prepared documentation though, in case IRCC asks for ADR.

Hi, I'm wonderring, when you say "personal hisotry" and "education history", are you talking about the form before submitting materials? I just got ITA also, and right now, I'm filling all the forms, like personal history, work history. Haven't reach the point for submitting materials.

Yes, personal history and work history are two different forms. Put all work history you are claiming points for in the work history form. The personal history form is more of a timeline in your life.

so this logic applies to education history as well right? If I don't claim points from that, I don't put it into education form, I only put it into personal history form. right?

Yes.

Thanks so much for your explanation. But my issue is kinda weird. I got my bachelor degree in Canada. I firstly start my undergrad in China, after one year, I dropped, and I went to Canada to do undergrad again. However, I transfered 2 courses' credit from China to Canada university. That is shown in my Canada undergrad transcript. So do I have to include that one-year university experience in education history? Or I just put the 3 year Canada education history?

It's not weird. Just put a historical timeline in your personal history. IRCC is only concerned with what you are claiming points for. The personal history is just your life story to show IRCC what you were doing year after year. What's important is what you put in your work history and educational history (that you are claiming points for).
