I was absent from Canada for a long period during COVID 19 outbreak as I got stuck up in my home country for medical treatments for severe health complications caused with COVID-19 and a Car accident. My prolonged absence from Canada did not meet the residency obligation. But the absences were condoned by IRCC on the basis of Humanitarian and Compassionate grounds compassionate grounds after conducting my personal interview with the Immigration Officer at the local office. I got my R Card renewed for 5 years waiving my absences for 2 years from Canada.

Now I did complete one year after receiving my PR Card renewed. Therefore, I am now thinking to submit an application for Citizenship because the CIC has renewed my PR Card considering I was present for last 2 years in Canada and additionally I did complete another year of physical presence, which meets the requirements of my residency qualifying for citizenship application.

Any advice and suggestions in this matter is highly appreciated.

You must have a minimum of 1095 days of physical residency in Canada within the previous five years on the day you submit your application. Without this, you are wasting your time and money and refusal is guaranteed. This is very unlike PR card renewal where exceptions can be granted due to H&C. There are no such exceptions granted for citizenship. You either have the days and can apply - or you don't. It's not clear from your post if you have physically lived in Canada for at least three years out of the last five.

Whatever 'waiver of absence' you received (not the exact terminology but not critical) for residency obligation has no bearing on residency for citizenship purposes - what's known as the physical presence requirement.

The physical presence requirement for citizenship has no such exceptions or leniency - it is time physically in Canada*, in the five years prior to the day of applying, and must be > 1095 days. Period. This is by statute (law) and IRCC has no capacity to provide leniency or 'waive' it in any way.

*There are a very small list of things for which time outside Canada counts - things like serving in military, diplomatic postings, etc. Not applicable here.

Getting your PR card renewal have NOTHING to do how your physical presence days is calculated for your citizenship application.

Use the calculator and make sure you have more than the minimal required days (plus some buffer days) before you apply.
