Can any one help me to understand this note from cbsa?

I recently applied and received my file record from CBSA. In their notes there is one sentence saying Security decision referred to cleared officer. Does anyone know if this is the indicator to security screening? Please!

No it says passed onto officer who has to appropriate security clearance for review.
