I am a nominee under the New Brunswick Skilled Worker Stream (Non-Express Entry). I received my Nomination Certificate on June 6, 2025, and a Work Permit Support Letter R204(c) – LMIA-exempt code T13. My nomination does not include any employer restrictions.


I am planning to submit my Permanent Residence (PR) application online tonight through the IRCC Permanent Residence Portal (Non-Express Entry PNP). However, I understand there is no guarantee that an Acknowledgment of Receipt (AOR) will be issued before my PGWP expires on July 15, 2025.


My employer is fully supportive and is ready to submit the offer through IRCC’s Employer Portal and pay the $230 compliance fee.

I would greatly appreciate your guidance on the following:

  1. Which work permit program should I apply under in this situation — given that I do not yet have an AOR, but I have a valid nomination and employer support?
  2. Can I apply for a T13 employer-specific work permit using the online portal without AOR?
  3. When should I apply for the work permit extension?

You should apply for an employer-specific (closed) work permit under the PNP LMIA-exempt category (Code T13). This does not require an AOR (Acknowledgment of Receipt) from your PR application.


Requirements:
  • Nomination Certificate
  • Work Permit Support Letter from the province
  • Offer of Employment Number (submitted by employer via IRCC Employer Portal ) + $230 compliance fee paid by employer


Notes:
  • You can apply online (either under “Inside Canada” or “Outside Canada” streams based on your current location).
  • Since your PGWP expires July 15, 2025, apply before that date to maintain your legal status in Canada.


Final Steps:
  1. Submit your PR asap.
  2. Apply immediately for the T13 work permit (no need to wait for AOR). Watch this, this will help you in filling out the forms (just choose LMIA exempt):
