If you can’t create an account, it may be because your client’s application is not in our system yet.

Haven't gotten AOR yet, but some people mentioned it took them up to 1 week to create the tracker
 
I got AOR today (conditional I would say). I have received another email to submit the PCC
So did you just straight up receive an AOR along with the PCC request - (in another email as you said)?

I thought PCC requests are much later huh..

I was getting the same error, but this morning (after 2 days), I was able to create the tracker
 
Tracker takes a few days to work.. make sure you use the UCI as the login.. Oddly enough, I created my tracker account nearly 2 - weeks ago and just got an email from IRCC saying I can go ahead and create a tracker account. Not sure why their process is so disjointed but at least something is happening...
 
I'm not clear on who is asked for Finger Prints, I had read some where it was just random. Regardless, looking at the April spreadsheet, most had their Background Check completed on or shortly after they were In Process, at least for those that got BG Completed. All AORs after April 13th haven't received the BG complete.

I think if you were fingerprinted in last 10 years by Canada they don't ask for it.

For what country do you require PCC? If you really cannot get PCC, you just need to explain it with a proof that you tried. I believe in some cases IRCC gives you exemption.
It's for Japan, so it shouldn't be too difficult. I just need to book an appointment at the embassy to provide fingerprint & fill up 2 pages, and they require some form of proof—an email should work for that. The only issue is that the process is time-consuming and might take 3–4 months. Let's see if they actually end up asking for it.

3-4 months is a very long time. I hope it comes through earlier for you!
