you can apply to visitor records, they can wait in Canada if accepted

They can apply for a visitor record but it is not guaranteed. As visitors your ability to remain in Canada is never guaranteed. Given Canada’s attempt to reduce the number of temporary residents remaining in Canada is no longer as easy as it once was.

Would personally at least wait until you have secured your PR. The chances of approval are pretty low so I wouldn’t focus on the details until you know the TRV has been approved.
