How long has she worked as a lab tech and not researcher? Do her duties match lab tech? College education is the requirement.

Because the job only requires college education, not even a degree. So it may cause issues at IRCC about why a person with a PhD all of sudden got a job for 6 months as a lab technician to qualify for the healthcare draw. Just like you said in another post that you are a software engineer and food supervisor but not a cook.

There is no way that a PhD grad is doing things like processing slides, running the blood sample machine, entering the data from test results, etc. A research assistant actively participates in research while a lab tech essentially helps prepare and process samples for MDs and PhDs.
