Our CRS is 450 with my spouse not accompanying and targeting the OINP healthcare draw. Would it be possible to add spouse to the application at the time of COPR?

You risk having your score reassessed if you add your spouse during processing. IRCC is cracking down on people using this “technique” while spouses remain in Canada.

They should! These applicants are robbing people of their chances to get their ITA by abusing the non-accompanying spouse technique.

If they recalculate, would it be for pre- NOI OINP score or post ITA score ?

How would it make a difference? No matter what you’d need to still qualify based on draw score. If you no longer met the draw score and points got recalculated you would be refused PR.
