I live here in Canada currently with my wife and am trying to finalize my PR / inland spouse sponsorship app. My canadian wife is on ODSP. BTW I ran my own business in California 14yrs before coming here, I am tradesman. Do i need to be the co signer in order to help my application get approved?

You cannot co sign the application.

Your wife can be on ODSP and still sponsor.

Since she is on ODSP, it's recommend that you be actively working and be able to show active income / an active job. If you have stopped working and are here as a visitor only, then show your past income. Ideally however you would still be working now.

After your wife submitted the application and you received OWP, you can start working.
Then you can update IRCC with your job. Ideally, you guys can show savings to cover expenses until then.

Assume your wife has also advised ODSP that she is now married
