After getting a marriage certificate, the address is replaced from her to husband address like change the city, not the country so in this case where to go for PCC either in previous address or newly which is recently added on her ID?

Do you mean the address on her passport has been updated to her husband's address ?

It should go to which ever address is present on her passport. As she already updated the passport to her husband's address, it's all good.

If it's Indian PCC, you should get it from Passport Seva Kendra (PSK) not from local police station.
