Work permit by mail

We just received an email stating that my brother was approved for a work permit and it will be mailed.
by any chance, can anybody answer the following questions?

- how long before we receive the work permit by mail?

- can we apply for SIN without the physical work permit yet?

If mailed it may take a week to get there depending on where it's coming from.. may be Edmonton ? 1 week.
No you need the work permit physical copy to renew SIN at service canada. Can you please post the timeline from application to work permit etc please. In a similar position.

- I received the email on Sep 29 and received the actual work permit after 10 days. It may take from 1 to 3 weeks sometimes.

- I tried to apply for SIN using the email but Service Canada requested the actual work permit.
