If you were found guilty and completed your sentence, you are inadmissable to Canada under the Criminal Code. How long was sentence? You are deemed rehabilitated 10 years later so not eligible for rehabilitation yet. Get a lawyer to confirm and to address PFL. This is beyond the expertise of a volunteer forum.

Talk to a lawyer. Rehabilitation isn't an option until 5 years have passed from completing your penalty or sentence. You could apply for a TRP but processing times are generally 1.5+ years right now.

Can you give me

I did not spend a single day on a jail. However I paid some fines. Can I apply for a TRP along with my work permit?

You need a lawyer to explain the criminal code to you since you are inadmissable to Canada if you pled guilty in 2019. As mentioned TRPs can take years.
