It could be a new immigration or security check or a new procedure for refugees that was implemented around October 2023. This is because those whose ceremony was cancelled due to an administrative error and then changed to "Grant Ceremony DF" were all in October and November, not after or before.

I'm just voicing my thoughts to analyze the situation.

What’s your timeline if you don’t mind sharing and what was your previous location on the notes ?

It was "Clearance Pending" before they cleared my background check, and then it changed to "E-Grant DF" on December 1 after the background was cleared

The application was cancelled on September 27, 2023, by an error from IRCC.
New Application number and new AOR : September 29, 2023
Test invite : October 3, 2023
Test window: October 13, 2023, to November 2, 2023
Test taken October 13, 2023 (passed 20/20)
Test Passed October 13, 2023.
Fingerprints were submitted on November 8, 2023. (without letter, I just anticipated the request.)
Fingerprints request letter, November 10, 2023 ( it did not appear on my tracker yet.)
GU November 14, 2023.
Fingerprints mailed by RCMP to MTL November 15, 2023
Background check completed on the tracker November 30, 2023
GRANT DF December 1, 2023

It could be something related to refugees; as far as I have seen, everyone with this location is a refugee. Is there anyone who isn't a refugee and has the DF status?
I might be wrong, I am just thinking loudly here. Any one who got "E-grant DF" or "E-Grant PR status" is not a refugee nor from middle east ?

The 'E-Grant PR status' is not related to refugees. I've seen a lot of people who have it who are not refugees.

I tried to followed up with them ( seems they pissed of me) :

The IRCC answer:
Thank you for your follow up. Your case was carefully reviewed and we regret to inform you that your request for urgent processing was denied. Your fingerprints expired on 2023/12/21 and you will have to do them again. All Citizenship applications require clearance checks which are valid only for one year. Clearances are mandatory requirement for all applications and need to be valid throughout the process until the day you take the oath of citizenship.

You will receive a letter from IRCC requesting new fingerprints within next 2-3 weeks. Once your RCMP results are received and reviewed, we will proceed with your application accordingly.
Does this means they will get my fingerprint and then I will wait again for unlimited time :D, or they will work on my file after fingerprint.

These are the reasons I am becoming more interested to know what they are doing all this time on my file than to get this application approved, I am thinking to take to Federal court (no matter the cost or IRCC wanted to settle) just to force them reveal all possible information in the court the only way I think, I am thinking early March to start "writ of mandamus", not for the sake of getting my citizenship but for sake of getting all hidden officer notes and publish it here.


Another option to just forget it withdraw it and start again new one in Calgary office specially I already had my background completed, I am thinking of this since August/2023 ( a lot of Aug 2023 application getting BC/LLP done already) the worst case would be I stuck here again lol, but at least I would eliminate the factor of having lazy officer in Scarborough which i think it's 100000% is the case in my case, away which is my biggest concern, but every month I keep telling myself to wait until next month and so on since Aug 2023. but now now I am becoming more actually interested to reveal and get officers notes understand exactly what happening more than to get my application approved, but still thinking its too late now i should use this application to get the notes.

I heard that if you withdarw the application while they are investigating something (even if it some bureaucratic procedure), they might not finalize the withdrawl until they finish the investagtion or it will have some sort of affect on your application. If you passed the 15 months you can try to get your MP involved and keep bothering them to get you an answer.

Hopefully, they will start processing your application once you have your fingerprints taken. By the way, my new application is marked as urgent , and although they've acknowledged it as such, it seems to be progressing as slowly as a regular application, if not more so

Called IRCC again today just to see what’s going on. Found out a few interesting details:

depending on the call centre rep you get connected with, you can get luckier and extract more details than the usual “generic response” saying that “everything is good, please get off the line already”. There are some genuine human beings behind the line who actually listen to you and understand the frustration you go through. I think setting the tone in a friendly but slightly concerned manner might be able to get them to do some digging for you. I did get luckier than usual this time as the rep was very thorough and tried her best to answer all my questions.

some things to get off the bat once and for all: E-grant DF is simply a department within citizenship processing. As far as I understood, application which are about 80% complete (despite LPP or not) are in this category. Consider it the last “hard check” done by IRCC and if all goes well after that, oath queueing happens.

second thing: call centre reps indeed see your GCMS notes, the same ones you see. The moment I blurted out “e-grant DF” the rep said “Oh I see this as well, e-grant DF”. I am honestly unsure whether they see the most updated version of it or not, but they do see the same things we see in our notes. In a sense this was helpful.

third: I pushed my luck and asked to see if this person was able to see my redacted note and she could not, OR chose not to disclose it with me due to policies in place. However, she did confirm the visible notes were the same as the ones I see in GCMS.

Final thoughts? If you want to know about your application through IRCC’s phone channel, you gotta get lucky and find someone who isn’t there to get the call done in 5 minutes. You have to hope that this person is actually willing to read thoroughly about your case and if there is any disclosable detail they can share with you so that you can get some peace of mind. Hostility won’t get you anywhere. I tried to be as nice and cordial as I could and I would that really help shedding light on things I didnt know before. I was also told that as soon as my application reaches the 15 month mark and I dont hear from them, I should be getting in touch with IRCC asap so that they can advocate on my behalf and find out why it may be taking so long. Nothing I didn’t know but it always feels appeasing to hear it from a human voice. I was told that in my case everything was okay and all I need now is to exercise patience, like the rest of us.
