Hello everybody and thank you in advance for your time.

I am a 35 years old Italian national with no dependant looking for ways to immigrate to Canada. I seem to have all the requirements to apply for IEC working holiday visa but the pools seem to be closed. Does anybody have infornation on that or know of any other program open to skilled (but non express entry eligible) worker with no work offer and no relatives?

IEC is not an immigration program. It is a working holiday visa for one year and is closed as it is based on quotas. IEC doesn’t even guarantee PR. You still need to be eligible for immigration programs such as Express Entry and PNP programs based on age, skills, education, IELTS and funds. If you are not eligible for EE, then look at PNP programs but almost all will require a job offer.

As said above, the IEC program is not an immigration program.

The IEC pools for 2023 are closed now. The program will reopen in 2024.

Depending on when you turn 36, it's possible you may still be able to enter the pool next year.

You'll need to research to the PNP programs in you want to immigrate and don't qualify under Express Entry. Generally PNP is only possible if you are already living and working in Canada, have a job offer in Canada or a relative in Canada.
