did you ask iom about your process ? what did they say?
before to get a Decision Made and PR approval email you are dealing with your Visa Office just IOM is for Orientation and travel arrangement and or those services IOM do it for you once Your PR has been approved and the Visa Office asked IOM to provide for you such service

OH that means my PR has been approved although on ecas still on process and soon i am joining orientation

Orientation service is provided by IOM but financed by Government of Canada, it's not possible to finance for you a service which is not sure that you will need it
