I am an international student currently studying in a UG Diploma at George Brown College. We made three attempts to call my mother on a visitor visa but unfortunately of all three times, the TRV was refused. The reasons being: Family ties, won't return to home country and finances. Even though we showed strong ties in a way that when my mother would come, she has her own job in India, my younger brother is in India who needs her back and family responsibilities. In terms of financial ability, we shows proofs of enough funds- gold evaluation reports, property papers, liquid funds and cash in hand. To prove her return back to India, a proper cover letter was made with all the reasons as to why she would go back.
1st application was made for all four members including me to attend my uncles marriage who is in Canada- refused.
2nd application- Homesick and wanted to meet my mother- refused
3rd application- medical condition and homesick- with medical documents- refused
The second and third visa attempts were made in the same month (due to my condition) approximately 6-7 months from today, the reason being I was genuinely not able to survive and I wanted her to be here so badly. During the 3rd visa application, I couldn't even wait for the result and I went back to India due to medical reasons but somehow came back and managed to continue my studies realizing that the only way I could call her is to stay here.
Now that I am almost done with my third semester, and would be graduating in June 2024, I am ascertain as to how can I call her in this country. She wants to see this place, live here with me and explore this country and fulfill her own very dreams. I personally feel that our application was a complete package with all the possible documents and explanations. Suggestions would be much appreciated!

So with three refusals what will change in the 4th application. She needs to address reasons for refusals. How long is she coming for? Is she applying for a 4th time with two other refusals within the last 6 months? That may be too soon and show desperation to come to Canada. May want to wait until the New Year.

1. Job - job letter with approved leave, show that she has been with the employer for many years.
2. Family — spouse and brother under 22, show brother’s tuition and need to return
3. Cash/bank accounts (gold/property are not funds) - show stable bank statements to support her visit but also have enough to support family and not use all her savings.

1) It doesn't seems that homesick is a reason. Although your mom's TRV application was refused, you might be able to travel to India to visit her. What is stopping you to visit her?
2) She cannot live here with you until you became PR and being selected for PGP immigration which can takes many years.

I can't keep visiting her as I am in the middle of my program.
2) Even if she can't live with me, she would be able to visit me once in a while only if she gets her TRV.

We did show that she has been an employee under a company, by profession she is an Advocate. We mentioned about spouse and brother who is just 12. Bank statements have regular transactions but we'll keep in mind not to count gold and property as funds. How much funds do you suggest for herself and/or with my father and brother?

If you can wait until graduation then order GCMS notes for all refusals. Then she can reapply and address all reasons for refusal. There are no set amount of funds but she needs to show she can afford a visit/airfare, support family and not use all the savings for a visit. We see on this forum a couple with $20k+ in funds refused for insufficient funds. Are you planning to apply for all 3 now? That will not help her profile if past reasons were family ties.

The fact that she has other family in Canada complicates things. Is the the only sibling that lives in India? Has she travelled internationally before and to where (esp in the past 5-10 years)? Did you update your file to indicate that you went to India after you applied for another TRV based on medical needs? It is important to not misrepresent your situation. Given the amount of refusals I would suggest ordering GCMS notes to see exact reasons for refusal. After so many refusals during a short period of time there becomes concern that she is desperate to come to Canada. It will be very important to address all concerns in the GCMS notes
