Sponsoring a step daughter going to canada

He can sponsor you along with your dependent daughter. You'll have to get appropriate custody documents and/or forms with notarized signatures of your daughter father. You can find the required form is in the sponsorship checklist .

Is your current husband a PR or citizen of Canada?

If not, you asked the wrong question. This is not about family class sponsorship. It's about applying SOWP for you when he is on his work permit.
That is depending on some conditions which I am not familiar. And likely a study permit for your daughter.
Ask this question at the foreign worker section of this forum. Memebers there are more familiar with SOWP and study permit for dependents.
