Score is still low. Did you look at SINP? What is your SINP score? Then you can see if your NOC and score are selected.

My SINP score is 65.

I have already created my profile for Saskatchewan and my NOC has been selected that too for less score than mine but from Europe not from India. And I am not sure about APEGS and CIPS licensing.

So you need to increase your score. On the SINP, is the licensing list for NOCs. If your NOC requires a license then you need to complete it. Believe you need APEGs but not sure.

Let me check on this part whether my NOC needs licensing or not but that is for sure that my NOC is in demand in SINP. Recently they have sent an interest If I learn. Will boosting up my score in IELTS would work or shall I learn French.

To increase scores you need to max out IELTS. If you learn French to B2 (advanced intermediate) then you will get more points for Express Entry.
