Dear all, I am express entry candidate but my Crs points are just 338. Need suggestions on how to increase them?
 
Kindly reappear for IELTS and get the score equivalent to CLB 9 which will take your CRS score 400 or above.

Below IELTS scores will be equivalent to CLB 9 which will fetch you maximum points:
Listening : 8
Reading: 7
Writing: 7
Speaking: 7

Once you obtain the above minimum scores, then you can reach a score hopefully above 400 points which can atleast make you eligible to receive PT notification of interest from provinces like Ontario.

There are different ways in which you can increase your CRS scores

1. IELTS for yourself and spouse (immediate)
2. ECA for your self and spouse (immediate)
3. If you are looking at long term, you can get Masters (if not yet done) and increase work experience. You can try changing these values in the calculator below and see how your score changes for a change in one variable.

Dear Stanlee, I am Masters but my IELTS score is 6.5 overall. Though my wife got band 7 overall but her education needs to be assessed (ECA). I don't know how much point we will get after her assessment. She did Bachelors in Business administration and 1 year diploma in IT. We need 400 crs to be nominated by Ontario.

She'll get 8 or 9 points based on how her education is assessed.

Based on what she scored in individual section in IELTS you'll get 12 to 20 points more.
 
Your best chance is to reappear for IELTS and score atleast 8 in listening and 7 in all other streams.

More than the overall score in IELTS, individual scores for each skill plays a major role in boosting your score. Did you try inputting the values in the calculator that I shared https://www.canadavisa.com/comprehensive-ranking-score-calculator.html. I ran your details on the calculator assuming the following and got a score of 357 which is close to your current score.

1. Age of primary applicant - 32
2. Masters (assuming it is assessed by WES)
3. 3 years work experience
4. IELTS for primary applicant (6.5 in each) - For CLB equivalency, you can check this link
5. Bachelors for your spouse (three year or more post secondary credential - under the assumption it is assessed by WES
6. IELTS for spouse (7 in each)
7. Relatives in Canada - No
8. 'No' for the rest of the items

In light of the above, the only way to increase your score is by improving your IELTS, ideally 8777 for LRWS. I tried by applying CLB 9 for LRWS for the primary applicant and found out that the score increased to 428. The maximum points that you gain for spouse is only 30, 10 for education and 20 for IELTS. So, if I were you, I would have taken IELTS again (this wont cost you much time and money) when compared to the fact that you will get PT NOI from Ontario.

Masters degree assessed by CES university of Toronto
More than 6 years of work experience
Ielts speaking 6.5 listening 6. Reading 6 and writing 7.
Spouse ielts speaking 6.5 listening 7 reading 6.5 and writing 7
Spouse education 2 years bachelor 1 year diploma which was not assessed yet.

I am a software engineer with 7 years of experience and age is 33. My CRS is 338 . Is there any possibility of getting a PNP invite and if yes, then which province I can target?

Probably not. Look at SINP and calculate score (you will need to be licensed). Or get a job offer.

But getting a job offer is not straightforward as whatever jobs I have applied for so far resume itself won't get shortlisted. also if I get 8777 as I will appear for the exam again then my crs will be 407. Will there be any possibility after that?

Score is still low. Did you look at SINP? What is your SINP score? Then you can see if your NOC and score are selected.
