Arriving on TRV while Spousal PR is in Progress

Case:
PA from India is arriving on TRV while still waiting for Medical request.

Questions:
1. Can PA give medical in Canada?
2. Do we have to show return ticket at immigration?
3. What if we get a PPR while PA is in Canada? Can we flagpole? Go to USA and come back? Or have to go back to India?
