Similiar situation here - eligibility started on July 17th. Currently, my BG and Eligibility are in progress.

I think everyone can order the GCMS notes but you can only order within Canada if you’re doing with the Privacy Act… Also there’s services that can order them for you even if you’re from out of country for a small fee! As for timelines, have you checked with the other ones on this tracker? https://myimmitracker.com/en/ca/trackers/study-permit-tracker Maybe somebody else is experiencing a similar issue in terms of non-SDS taking longer
