I have been assessed by a non ECA accredit body for a professional qualification. the professional qualification was assessed by the local Canadian body who provides this professional designation within Canada. Can i use this in my Express Entry profile

What profession? If a non ECA it doesn’t count for education points.

If you are taking about a trade qualification (e.g. red seal) then maybe. Otherwise no.

i apologize for the confusion and i think what i wrote was not accurate. its a canadian professional qualification and the Canadian body that issued the qualification considers it equivalent to a Masters Degree

If ECA is not through WES, CES, IQAS then no. Unless through PEBC or MCC.

So you got a Canadian masters at a DLI? Or is this foreign masters? If foreign and not through an ECA it will not be given Canadian equivalent. Have it assessed through an ECA.

I am still very confused. Did you study at a Canadian school and get a Master's? If so, no ECA is required.
 
I got a professional qualification from a Canadian professional body. The professional body says their qualification is masters equivalent. And they are willing to provide a letter to me that their qualification is equivalent to masters degree

Sorry I know this is a little confusing.
If not through an ECA or at a DLI, you would not be able to count it as a masters. Ask IRCC for confirmation.
