Form 1294, country where appllying

If I'm a citizen of Kazakhstan, but i'm two days already on a vacation in Italy. My documents are ready and I'm going to sumbit it today. In this question 9) Country or territory where applying:
Should I answer - Same as country of citizenship OR I should say that I'm applying from Italy (status- tourist) ??
