I applied for my Student visa on the 18th of January 2023 and on their website it showed that it would take 10 weeks on average for a response.
It has been over 4 months and so I put up a web form on the 8th of June 2023 asking whether there were any issues and also attaching my deferral from Spring 2023 to Fall 2023.
They responded saying
'Your application is currently in process and is pending review by an officer. At this time, there is nothing required from you. If, over the course of processing, additional information is required, our office will contact you directly.'
What does that exactly mean? has the processing not even started or will I be getting a response soon? And is this a negative or positive sign?

It is a generic response to all questions about permits and processing. Your application is being reviewed, and doesn't mean a negative or positive sign.

Thanks, but it's taking so long compared to other applicants I know who have at the very least received a decision.
Is there any way i can at the very least estimate how much longer it might take?

No one can estimate for you. Depends on country, SDS, non SDS, if you have passed background check/medical etc.

Try to share more details about your application with us. What does it show on tracker and where did you apply from ?

I have applied from Bangladesh
This is my second time applying 1st was refused on September 15th, 2022, waited 2 months to get GCMS notes, and then reapplied for my visa on the 18th of January.

Currently, my Visa tracker shows that Background verification is in Process (but has been months)

I feel that I should also mention that I completed a diploma from Australia came back and now plan on going to Canada to finish my Undergrad.

you have not mentioned that you went to Australia and came back ??
 
I think you got pretty good chances if your applying for a 4 program since it’s a lot more harder and got a lot of criteria and standards you need to meet to be accepted into one unlike a 2 year diploma where they just admit anyone whose ielts score are good enough. I’d wait a bit longer.

No i applied for BBA a 4 year program but was awarded credits from my Diploma (it'll take me 3 years now)
I have mentioned that i went to Australia and also provided transcripts from my University.

I'm just not getting why it's taking so long?
 
Other applicants from my country usually get their response to Student Visa within 2.5/3 months

in 4 days it'll be 5 months of waiting for me.
My first visa application got rejected in 2 months 16 days

So eligibility has yet to start. Once background is completed, eligibility should start so you have a few more weeks. Have you completed the medical?

I did for first one but since a year has passed i pretty sure they'll ask me to complete medical again.
They have been showing that background verification is in process for the past 4 month ish
