19 april==> background check says in progress while eligibility not even started .
Anyone faces same issue?

Yep, same. There's no order when it comes to the processing steps though. Completely normal.

The majorities guess is it’s a system update. Everone’s background check got updated to in progress in pr tracker.

But does that mean it's not valid? Is it not actually in progress since everyone got one

Maybe it is really in progress. There is 3 parts in BG checks. Maybe 1 or 2 of BG checks is already in progress and the other 1 havent started yet.. Who knows maybe they did this to stop people from calling to inquire about the status of their background check.

Yes , I am having this since October 2022 . Background is in process and eligibility has not started yet

For us, GCKey says eligibility "in progress", background "not applicable".

On the other hand, tracker says eligibility "not started"; background "in progress".

Go figure.

This is almost the same as mine only difference is eligiblity on gckey started on Jan.
