Yes - you should if there are restrictions on the document and if it lists an employer.

It's all in the document and should be bleedingly obvious. Make sure you're looking at the nomination certificate. Feel free to past the contents here but sounds fine to me

It says Approved Human Capital – FSWPHCP doesn’t require a job offer.
So I'm good without the LMIA? Job offer letter was things I submitted to them. I think it carries some points.
