My sister is M.Sc chemistry gold medalist but has been home maker past three years. She is in Canada and wants to settle here for longer with her family. Her husband is research professor in Singapore with PHD in chemistry. I am not sure if she can get work permit or can get pnp. Because of her qualifications and previous work experience as a teacher that was for 2 years around 5 years back, can she still be eligible for some LMIA jobs. Kindly advise. She and her family were not able to meet the minimum score of express entry. Any suggestions will be highly appreciated. Thank you.

They need to look through each individual province to see if their skills match watch is needed in the province. Given her skills and work history it would not make sense to approve her for a WP to work in a grocery store. How long has she been visiting Canada? As a visitor she will expected to return home at a certain point.
Correct, so what should she do? She does not have enough points for express entry. She will be returning back in a months time. But if required, the application to request to extend the stay can be made as well. I mean if she has to go, she has to go back and thats totally fine too. on longer term, what can she do?
Unfortunately gold medals don't count for anything in Canada in immigration: only points does. To be sure, she has been effectively unemployed for the last 2 years?
Unfortunately without having a pre-existing means to work (i.e. an open work permit), on the basis of being unemployed for the last three years, I cannot foresee any possibility than an employer would give her a job while concurrently supporting immigration endeavours. They will look at her resume and their thought process will be as follows:
1) Unemployed - no thanks
2) Needs a work visa/LMIA - eff that, she doesn't even have a job
3) She has kids - can she even work full time? This is a condition of many immigration applications
4) Not worth my time
5) Put resume in the bin
I can't see any prospect of an employer willing to undergo an LMIA application under these circumstances. Being just unemployed and having an OWP I would have said no problem, she should be OK to be re-integrate into the workforce and have further immigration supports if needed.
I have an employer who is willing to hire her and she is interested in the position too. They will provide LMIA. This is a position of store manager though. Now her educational background is in science i.e. M.Sc. (Chemistry), work experience is in teaching and project assistant in a lab. She is interested in the above mentioned job. And as per the surveys and news, Canada is lacking labour shortage. So considering these variables, what would be the probability of decision falling for her favour?
In some cases people have friends in Canada who are willing to go through the LMIA process and offer a job. If that's the case with the OP, then the barrier I see is IRCC. It may be quite challenging to get IRCC to approve the work permit given the applicant's profile.
How does someone go from PHD in Chemistry -> unemployed due to pregnancy -> store manager? Why would she be hired as a manager straight away after 3 years of no work, rather than just a basic non-managerial employee at first?
Sounds suspicious to me. They will be verifying her education and resume against the job offer. Almost feels like somebody is inventing a non-genuine job for her because she wants to be in Canada, rather than her having the right skills for it.
Sounds like a scam and IRCC will see through it.
See my comment above. Your issue may be IRCC in that case.
The labour shortage will not ncessarily work in her favour. IRCC will see the profile of someone who isn't currently working and who doesn't have any related education or work experience. This can be a reason for refusal. I would say the fact she is already in Canada will further work against her.
So she can try applying. But she should be prepared for the possibility this may not work out.
Where are her children? Do they have TRVs? They don’t qualify to attend school as visitors. How much times has she spent in Canada? If she is returning to Canada having just spent a long time in Canada there is likely to be concern as to why she is spending so much time in Canada. Is she a citizen of Singapore?
Given her work history and education background her application to work as a store manager scream I am trying immigrate versus trying to work in Canada. The fact that she has family living in Canada also lead to concerns that she is not a genuine employee (as a store manager) she is willing to work in any job that will lead to being able to qualify for PR. The employer getting an LMIA is only one step and people often incorrectly assume that once the employer receives an LMIA that a WP is just a formality. Had she worked in her field? How long has she worked outside the home after graduating before being a homemaker? How many children does she have? What about childcare? How much would she be paid hourly? Unless the hourly rate is decent then it will be very difficult to support her family on a single income in Canada including childcare. Will her husband be coming to Canada with her? Does he qualify for express entry? Has the employer tried to secure LMIA already?
Scylla and I effectively covered this in our previous comments. Nobody gets a store manager job without ever have worked in a store as a general unskilled employee first. @kkrishna999 has gone all quiet because he's been caught red handed by us. This is a fake job for PR.
