No one can tell you. You needed to have address all reasons for refusal and you would have ordered GCMS notes to know why. May have asked to change programs as program must build on your education and career to justify costs.

You must have ordered GCMS notes to get the answer of their query. If you had understood the concerns of VO and addressed them well in your LOE then you can assume urself to get the ppr within 9 weeks as per current processing time otherwise fingers crossed

Well thats not normal as it has passed the normal processing time. However, you can do nothing besides waiting.

Nothing you can do. Talk to your school about last to to start classes and ask about deferral options.
