It sounds like your file is in the process of being reviewed by an officer. The agent you spoke to at IRCC confirmed that the file has not yet been completely reviewed and that you are in a "prospective stage." They also mentioned that the application number given to you will not work until the review is complete and an AOR (acknowledgment of receipt) email is sent. This means that your file is being reviewed and you should expect to receive an AOR email once the review is complete.
What does it mean "prospective stage"?. Application started being reviewed OR just just submitted and yet to start any action on it?. Its been already 4 months passed without AOR. So trying to understand if it is sitting without any initiation of review?.

Please let me know timeline for getting AOR and further steps. Website says 21 months! That's insane.

Even though it says 21 months it doesn't mean it needs to be, please check my signature I have been waiting for very long time. These days applicants are getting their AOR within 2-3 months. Its all about waiting game, but things are going fast, so you will get your AOR soon.

It means that your application is being reviewed by an officer, but the review is not yet complete. The officer has not yet made a decision on your application, and the application is still in the process of being evaluated. Once the officer completes the review, they will make a decision on your application and you will receive an Acknowledgment of Receipt (AOR) email. The AOR email confirms that your application has been received and is being processed.

I got through at around 1215pm. I left a call back and received a call in 40 minutes. Try those times. Ontario time
How can we get a call back? There was no options for leaving voice mail or regarding call details. How can we do that?

From what I understand reading the GCMS notes website, a case analyst/officer can recommend someone as eligible or even pass them, but a senior immigration officer would review the work and have the final say. In this case he over-rode the junior officer's decision to straight up approve you and wants more details.

Is this good thing or bad? technically PAL should be the pre final step overall !!

tbh there is no official thing to say that PAL is the final/definitive step towards portal. If you look at the sheet and past messages on this forum, most people did get approval as the next action after PAL. However, that's not the case for every application (you are living proof lol!). Atleast the good news is they seem to be on top of your application and it seems to be fairly minor details/fixes they need you to make.

PS: On 9/1/2023 I received a request letter in my GC key account to pay 170$ (me and my husband) for biometrics. (we both have valid biometrics already as we are inland applicants). After I paid 170$ and sent the receipt I only got a BIL for myself, not for my husband. While I was waiting at service Canada on 11th January to give my biometrics again I received portal 1 :) I think the request letter to pay for biometrics again was a glitch in their system. I have already informed them about this through a web form. I wish everyone gets their confirmation soon!
