Hello all,
When I applied my pr and citizen, I had not mentioned my not -closed brother whom moved to England. Now, I want to apply my parents to immigrate and live with me. Should I mentioned this brother in application because my parents' passport has a lot travel record to England.

PGP is immigration. You are applying for a TRV. So no reason to mention. Post questions about visitor visas under that section.

So then you have to wait for the lottery to reopen (hopefully sometime this year), make sure you meet the income requirements, enter the lottery, and then hope you are selected as a sponsor so that you can submit an application to sponsor them.

You cannot submit an application to sponsor them now.

PGP 2023 has not even been announced yet (2022 just closed) and is a lottery which over 100,000 apply to and only a few are selected. How long have you been a PR? Is it just you and do you meet LICO for the last 3 years for the number of people in your family. Do you meet LICO for a supervisa?

I am a citizen now. My income is already 30% over the LICO more than3 years.
 
That's great. But you still cannot sponsor them now. You have to wait for the lottery to reopen and then wait to see if you are selected. You can read about the process here: https://www.canada.ca/en/immigratio...sponsorship/sponsor-parents-grandparents.html
Yes , that is what I am going to do. however , there is a problem I didnot mention my brother whom is in England and my parents had a lot of travel record to England. I donot know what I should do when I apply the PGP.

You need to mention your brother. Include an LOE explaining that he wasn't listed in previous applications and providing some sort of reason why.
