PCC from chennai for PGP 2022

Hi Friends , My dad is in chennai , he needs to apply for PCC for immigration purpose.

Will CIC accept PCC from Local police station or Passport seva office ?

Can someone tell based on their experience , what will be the turn around time to get the PCC letter in both ways ? and the procedure to obtain it
