Biometric Validity Letter is to certify that your biometrics have been successfully submitted to IRCC and its validity for 10 years. You have to keep it safely and quote it when you are applying for renewal or another category of Temporary Resident Visa.

Everyone who has provided biometric will be issued a BVL. BVL is usually issued when IRCC is ready to communicate its decision to the applicant.
Thank you, appreciate it.

Update:

Application Submitted for brother: July 11, 2022
Review of Eligibility: Started on Nov 04.
Result: Refused.

Based on the following reasons:

• I am not satisfied that you will leave Canada at the end of your stay as required by paragraph 179(b) of the IRPR. I am refusing your application because you have not established that you will leave Canada, based on the following factors:
• Your assets and financial situation are insufficient to support the stated purpose of travel for yourself (and any accompanying family member(s), if applicable).
• Your current employment situation does not show that you are financially established in your country of residence.

**************
1. My brother showed his own $40,000 moveable funds Plus $150,000 worth his own immovable property.

2. From his private employment he was earning IND Rs. 50,000/month. Proofs (Tax, bank statements) were attached alongwith employment letter.

What do you guys think we could have provided more to “Satisfy” the Immigration Case handler if to re-apply, any Tips? I believe it’s way more than enough money to show for someone to visit Canada where the Sponsor also has taken the full responsibility of finances during the trip! I don’t understand what more they want before reaching to such refusal decisions!

How long was the proposed visit? You are not sponsoring a visit. You are inviting your brother. IRCC doesn’t consider your funds and you should not be stating that you are fully supporting his visit. This raises red flags about your brother’s finances. So he has $40k Cdn in his bank accounts? If not, how much? If so that is good. Property is not liquid funds. Don’t know conversions but is he making around $800 or $8000 Cdn per month? If $800 then how is he showing he can afford airfare, costs etc. Again your funds are not considered. So if he reapplies, he either needs to increase his own funds by saving his own and prove that is earnings are enough.

Proposed visit was only for ONE month. Based on the reason the case handler given in refusal that my brother didn’t have enough funds to support his trip doesn’t make any sense at all even though he showed his own savings in bank funds including CDN $$ conversions (bank certificates and statements were provided as proof). Plus from his employment he is making roughly around $1000/month, which seems few dollars less as compared to a daily wager in Canada but still this amount is considered decent in India. I am also aware that sponsors are only inviting since they aren’t signing any sponsorship undertaking forms as they do in family sponsorship class. Since they increased so much time in processing applications I also believe they are just randomly approving and refusing the applications without checking and considering the actual factors, offcourse just to make more money on the other hand by refusing. Also, in the meantime my brother got slight increase in his salary $300 extra which would make it around $1300-$1400 monthly now. Definitely their way of working of applications is total Random for the outcomes.

So he showed $40k Cdn in his own bank accounts. These are his own funds that he earned on his own, not parents nor yours. And he is making more money. Reapply with a letter of invitation making no mention that you will support his visit. He is supporting his own visit. Include the bank statements, updated salary, employment letter with approved leave.

Yes that’s all his own money without any support. Thanks, thats what he is planning to do next.. but its really rediculous the way case handlers dealing with applications in rush to clear backlogs. Thank goodness at least they didn’t say anything about ties in home country as their generic refusal reason but refused by another reason even though he showed his OWN CAD$ 40K funds to cover for his ONE month trip that doesn’t make any sense still that how less/more liquid funds the applicant has to show to cover ONE month trip that the Case Handler could “Satisfy” to himself/herself??

Do you think GCMS notes would be helpful in getting more details about the application decision?

You can order GCMS notes. Is there a reason you can’t wait for notes? Never hurts to get them and make sure he addresses all reasons for refusal. Your invitation may not have helped if you said you would support all expenses. Instead for us on the fact that he can afford a visit without your support. This doesn’t mean it will be approved.
