No one knows. The program details haven't been released yet.

The TR to PR pathways were likely only a one time thing during the pandemic because Canada wanted to allow people already in Canada to immigrate. Would be looking at normal express entry routes to immigrate although you can keep your eye out to see if the program is opened again.

IRCC has announced they will be opening a new TR to PR pathway this year (or something extremely similar directed at those already in Canada and working). We just don't know the timing and details yet.

Assume those who have partially finished their studies or just finished their studies won’t be prioritized or what would be the point of CEC.

Both categories of people qualified last year. Hard to say what will happen last year since the rules haven't been released.

S I previously said that was primarily due to the pandemic. Canadawanted to limit travel as did many PR applicants and Canada wanted to reach their PR goals so targeted the population already in Canada made sense. There may be a more targeted pathways for healthcare students to get PR, for example, right after graduation to encourage more to attend school for PSW, LPN, RN, various techs, etc.
