This is a new Rejection comment provided by IRCC (Edmonton Visa office) No clue what they mean by this. People are still trying to figure out. May be there are chances to get some clarity if you can get GCMS notes.

They have recently changed this text to the new one you told.

i dint understand that >: The visa officer is not considering your education scores as most prominent and he is not outweighing your work experience to be worthy. " , does this means that the experience he had is not supportive enough for the new course opting or the eduction had before has no relation with the new course opted? how is it to be perceived?
May be it is a generic reason. If that is the only rejection reason you received then get your GCMS & reapply with strong justifications in your SOP. Good Luck !
