I am not lying; it has be down for me from last 3 days.
Try to login during the Canadian day time. it worked after that. Also check your network. If it slow the site behaves erratically. I was able to login just few minutes back.

Yes I login during day time (EST 9AM - 6PM). Network is perfectly fine.


The error is "online services are down". This happens AFTER I login. I CAN login. No problem with login -> review my answers -> continue -> steps to work on your application -> next page should be where I upload my documents but I cant. this page is down.

basically the page to upload documents .... is DOWN.

Edit: tried chrome, firefox on windows and safari on mac. chrome and brave on android. nothing works. cleared cache, cookies, history everything. used incognito, nothing works.

Which portal is this? New? Old? When are you getting the erorr?
I don;t know - Last I accessed it was 4ish years ago and i think it looks the same...im not sure sorry.

"When am I getting the error" everytime I enter the page to upload my documents - the page to upload is down. i can login, review my answers etc etc. but i cannot access the page to upload my docs.

Try the new portals - you'll have to enter all the information again but it's a lot better than the older one.

Oh okay I'll try this. I have accounts/previously submitted applications (from 2015-2018 ... nothing in the past 4y though) via the old portal - how do I merge them? Can I let them be and forget about it? Will there be a problem with the renewal of my new study permit? Because as of now I cannot see an option to renew my study permit...only apply for a new study permit.
 
Anyway, in case if future students come across this post/error, I have solved it myself.

Long story short: I was seeing the error as above (online services are down) when I went to upload my documents AFTER logging in. So after contacting technical support (no answer), twitter acc of IRCC (no answer), or telephone (no help), I deleted my application and restarted a new application. This solved it. I was able to upload my documents and was no longer seeing an error. I dont know why there was an error, but this solved it.

I didnt apply via the new portal because it was only providing me option for a new sp, not renewing/extending it.
