Can I change Study Program after my study visa refusal

My study visa was rejected stating that " We are not convinced that you will leave country at the end of your stay" and on GCMS notes its states that " Chosen Program and content at the college level at such expense appears illogical and redundant in light of PA's reported scholarly history, so program doesn't demonstrate logical progression of studies and applicant would have already received the benefits of this program. As per his previous studies and employment history, I am not satisfied with the motivation to peruse this particular program and level appears to overlap or fall below work skills already obtained by the applicant. Applicant failed to satisfy me that the selected program is reasonable given at high cost of international study as compared to local options available. So can I change my course in the same college and if yes what are the new documents that I need.

If you are going to reapply, So, that's a new application. You can choose a new program and get the offer letter. You might have to rewrite SOP and show funds according to new program's tution expenses. Hope this helps

Thank you for your response. What would be the best for me? Resubmitting the old application with the explanation letter or new application? please advise I am so confused.

I completed my bachelors of commerce in 2016 and after that I have worked as Customer Service Agent, Technical Recruiter and now working as HR Generalist. I applied for International Business Management.

How did you explain that choice?

Reason to pursue International Business Management: Being a commerce student and
proficient and experienced in Administration and operation process my intention is now to
pursue a course which is highly in demand in the business arena and attract the most
lucrative pay package Thanks to my latest job experience I had already gathered enough
information about the hiring process and remuneration offered to the International
marketing managers and Global Business Development mangers ,who are amongst the
highly paid manpower in the reputed Corporate houses. With the advent of technology
making communication around the world much easier, it is a fool’s errand to be someone
not interested in interacting with a global mindset. Everything has shifted now to a global

mindset, so the best chances to thrive in this world, especially in the business side of things,
is to think with an international mindset in mind. Studying International business
programs give students an understanding of the different business management practices
found all over the world, and prepare them for graduate careers working abroad or in
organizations that are engaged in business on a global scale. Therefore I decided to pursue
my higher education in the stream of International Business management.

Unless you shed some light on this, it is hard to explain if you should reapply for the same course with the explanation or another program

IBM what level of study? Masters or Bachelor?

Why Diploma while you already have Bachelor Degree? refer to the VO assessment that there is no logical progression, cost and benefit
I chose this program coz they award a Graduate Certificate in IBM at the end of this program. So I thought it is a better option for me. So now should I be switching for a new course or I can reapply with my justification?

You should change program of study if you wish to reapply.

So do I need to start a fresh application from scratch or I can switch my program in the same college, get their offer letter and apply with the Letter of Explanation. Please advise.
