PCC is required while accepting ITA.

since i am applying through PNP route, i guess the process involves two ITA's - one from Province and later when 600 points get added from Federal Government.

i need to know at which ITA i need to submit my PCC.

I dont know how much time it takes to get PCC here in INDIA.

I wish to have PCC in hand because I guess there is a timeline after receiving ITA within which we need to submit our application.

You don't need PCC for PNP.
You need PCC for Express Entry ITA.

In India, you have to schedule PCC appointment and it takes around 10-15 days afterwards.

You will get 60 days after ITA to accept it and submit documents.
