I would do nothing since the passports have already been sent. The child doesn't have to travel to Canada after the COPR is issued if the plans have changed. Your wife can travel without the child and the child's visa will simply expire.

No, she doesn't need to inform IRCC.

Yes, the child can be sponsored in the future as long as the application is received before the child turns 22. So there's quite a bit of time in your case.
 
But on her COPR it says her son is accompanying. Won't it be a problem when she lands in Canada and they ask where he is??

Won't be a problem. If they ask, just say coming later. Or keep things simple and tell the truth, not known when
