I'd advise to just stick to two cities then and maybe just visit the third. Calgary and Toronto are sort of two extremes while Vancouver is somewhere in-between in terms of lifestyle.

If your goal is to avoid the hustle and bustle, then avoid the city proper altogether. Vancouver is nice, but a bit too busy for me; instead find a place in Burnaby, the tri-city area, Surrey or even North Vancouver. I haven't been to Toronto, but if I find Vancouver already too busy; my guess is that Toronto wouldn't fit the bill either. Again, that's not to say that either city is bad, just that if you want some peace and quiet, the downtown ain't it. Look at a place far enough from downtown that it's peaceful, but close enough that downtown is just a train ride away.
I'm within the Greater Vancouver Area, but definitely far from DT Vancouver... so much peaceful.
That's weird, mines of Legal size too. I'm cause the darn thing won't fit in my scanner, had to get a bigger one.
Compared to Delhi, only downtown Toronto would come anywhere close. Even a little bit outside of downtown, Toronto feels a lot less congested/hectic with residential neighborhoods here and there. I didn't find downtown Vancouver too bad but I'd definitely avoid downtown Toronto though: too many ambulances, construction noise, loud motorcycles and drag races in the middle of the night!
Not sure about Delhi, never been, but I am from Manila, and have been from Tokyo and Seoul, compared to those cities, yeah Vancouver is less crowded, but doesn't hit my threshold of what can be called "calm", by the way I'm primarily speaking of the area around Granville, Waterfront seems to be less crowded though, my guess is that it varies from area to area.
Can a Civil Engineer apply under FSW and obtain PR even though he has not a licenced in Canada??
Also in the question of CRS: Level of education where does Civil Engineering falls? I am confused as civil engineering needs a licensed but is also a bach degree...
1. Bachelor degree (3 or more years program at a university)
2. Master OR professional degree needed to practice in a licensed profession?

Okay ,first happy news you not need to be licensed to apply for fsw.
The bad news is mostly no company will hire you in the title of a civil engineer without a license but you will get jobs like supervisor,draftsman....foreman...
Just having a masters won't make you licensed but ,it is necessary for you to get an ita under current circumstances.
Your experience is good because after 3 yrs it doesn't make much difference.

Let me explain myself, what I meant about CRS score is that I dont know which answer to pick when applying to Express Entry profile as CRS calculator asks me about my education level, because Civil engineering is both a 1. Bachelor degree and a 2. professional degree needed to practice in a licensed profession. I need to pick one of those choices when creating my profile, what to choose when my profession matches 2 answers?
Civil eng is only a bachelor´s in the eyes of canada. Professional degrees for them are only med, law and pharmacy I believe.

Civil engineering is considered as a bachelor's for the intent of immigration.
