Question about LMIA to get extra points for Express Entry

Hello All,

My wife is working on OpenWorkPermit in Canada in NOC B. Her employer is ready to make an LMIA for her to get extra points for express entry. As I understood, employers do not need to pay an application fee of 1000$ for LMIA if it supports your express entry profile. Does an employer need to make an advertisement for making such LMIA or not? Thank you!

Where does it say the employer doesn't have to pay $1k? Program requirements state the employer does pay. The employer must meet the conditions of wages, full time, and that job was posted.
