I want to know how long it takes for a second application to be attended to, after a first refusal

It depends on the country you're applying from and it depends on the "time" your application is submitted.

My first application was in June 2019 from Dubai, received a refusal after 2 months on August 2019.
My second application was in November 2019 from Dubai, received the passport request after 2 weeks.

Applied for study permit renewal in 2021 within Canada it took 2 months to get accepted.
Applied for visa renewal from Dubai 2022 it took 3 days to get accepted.

It all depends.

These are the officer’s full notes that outline the reasons for refusal. Your letter may be generic like “Purpose of visit” which can mean many things. You order them online and google - Order GCMS notes.

Oohhh .. I did not request for these notes as the reasons for refusal were general reason’s.. I re applied by giving them a proper explanation. Let’s hope for a positive response ..

The officer was not satisfied with my reason for leaving the country after my stay, financial statements and some missing documents

It's highly recommended to request your GCMS notes after a refusal because they provide detailed information about the VO's grounds for refusal in you refusal letter. Hope your second application goes through without any issues but if you receive a refusal, make sure to order the notes so that you can approach your third application better.

Wait to see if you receive approval or response as “reasons for leaving country” can mean many things. Program is not relevant to education or career, lack of ties to home country, funds etc.
