Conditional masters admission for September 2022 intake, Study permit query

Hi, I'm a final year B.Tech student from India and I've received a conditional offer letter for Masters for September 2022 intake, the condition being "Final transcript with 60% or above in bachelor's degree". I'll get my degree completion certificate in June/July, which means I won't get the unconditional letter before July 2022.
Can I go ahead and apply for study permit in January or February by stating that I can show the unconditional offer letter at the port of entry/arrival to Canada in September 2022, and show 7th-semester marksheets with sufficient grades already (>85%)?

Mostly after full fill the condition also they will not again send you the offer letters thats why in condition offer letter they mention that this LOA can be used for visa

"Congratulations! It is our pleasure to offer you conditional admission to... for the 2022 – 2023 academic session, commencing
September 2022.
Formal acceptance will be granted provided you meet the following condition(s): Successful completion of honours
undergraduate degree (or equivalent) with minimum second class standing, and receipt by *** of an
official transcript showing the awarding of the degree.
As soon as your final standing has been determined, please ask the Registrar of your University to send us two official, hard copy
original transcripts showing the degree awarded and date conferred.
If you accept this offer of admission, please be informed that the School of Graduate Studies must receive up to date,
official, hard copy, original transcripts and degree certificates (if applicable) of all previous study, from the university or
universities you attended, showing that the degree or degrees have been awarded, before you will be permitted to be
enrolled here.
When we receive all required documents and when the above condition has been satisfactorily met, you will be sent an unconditional
offer of admission letter. You will also be sent an electronic notice which will include information concerning registration. A hard copy
letter will also be mailed to you."

Can this letter be used to apply for study permit before meeting the conditions?

I think according to your letter u need to met the conditions first
because its not written in that you can apply for visa with this

You need the unconditional offer and then you apply for the study permit. A study permit will not be issued until then.

Hello DShome,

This is no issue, go ahead with your application with the conditional offer letter. The IRCC and CBSA officer understand these things. What you need to do is point it to the attention of the officer in your study plan likewise only talk about it or present the unconditional letter if asked by the CBSA officer at the POE.

@Johnsnow 007 please let me know I am in 12th class and my final exams are in May. My final result will come in July or August. I have cleared my ielts exam with each 6.0 bands. Please clear my doubt can I apply with my 12th semester 1 results?

@Inder1313 Yes, I'd applied through Non-SDS category on March 13th, and received my medical request on April 4th. Let's see what's the decision. I got to know many who recently got visas without completing their degree, thus I'm sure it's not an issue.
