If two individuals (according IRCC qualifies for travel under family reunification and extended family - mother and sister of Canadian citizen) are fully vaccinated with Sinopharm (so technically unvaccinated acc to Canada) are planning on traveling to Canada, do they need written authorisation? If so where we do apply for this?
