Would my spouse (under common law) be subjected to international study fees?

As the title says, If my spouse comes in on an unrestricted open work and study permit, would she be subjected to international student fees?
I've had a good search but couldn't find an answer.

1. Yes. She is neither a Citizen nor a PR, so would have to pay International rates.
