Would CIC accept a self deceleration about me work experience?

I am not able to get Job Description from my present or past employer. Would CIC accept a self deceleration about me work experience?
I have experience letter (date of joining, last working day and last designation) and appointment letter.

According to CIC:

The initial description and list of main duties in the NOC job description must match what you did in your job.

Note. If you do not submit evidence that you meet the minimum work experience requirement with your application to the CIO, your application will not be processed and will be returned to you as incomplete.

If your employment certificate is an evidence to the applied job description, I hope you should get points.
Acceptance by CIO depends on the total points you secure and fulfillment of all requirements.
