Will it comes under misrepresentation?

Hi,

One of my friend who want to apply for Canada visitor visa. He meet with an agent and agent advised him to apply business visitor instead. Agent said that it is the best way to get visa because he is unmarried otherwise simple visitor visa will be rejected.

The concern is my friend need visitor visa because the girl he gona get married in future is in Canada. But she was intially refugee visa holder - now PR in canada still not citizen. So can not come back to home country to get married.

So my friend was planning to go Canada on visitor visa and register marriage after that in Canada. They are not engaged yet.

Now, the agent is giving advise to him to change his passport. My friend had his work visa of Europe in his old passport. For 6 years he worked in Europe in legal way. Now from one year he is back in his home country.

The agent said get a fresh passport with different signature from old passport.

The family members occupation will be changed as well. My friends father is not doing job ( agent said he will mention his father is doing job)

My friend's mother has passed away ( agent said he will mention her alive and doing job as well).

My friend's sister living in New Zealand( agent said he will mention his sister studying in India in 12th standard)

Suppose after getting visa with this record when he will get married in Canada on business visa and apply for PR then what about his passport and family record? Immigration will have this record forever right?

I just needs clarification that will it misrepresentation offence ? I just wana stop him from going further with this application if it is same as I am thinking it like misrepresentation that will lead to ban in future.

Please advise me in detail consequences of this.
